I have visited many countries before and they will be fined each time they park at illegal spaces. Each fine could go up to a hefty amount of nearly $100 at some popular areas. I think I would rather pay a price of just $2 than to suffer a fine. I see where you are coming from and in part are correct. But having been to the NT in middle of summer and seeing so many people riding a bike around in all towns is amazing.
